Randy Smedshammer purchased his home 16 years ago after getting a maintenance job with Endeavor Air at the Central Wisconsin Airport.

Now, his home is one of about six that still are inhabited at a Kronenwetter mobile home park that has been plagued by poor management, infrastructure problems and health code violations so serious that the county condemned some of the homes in late 2011.

"It seemed like a good starter home," Smedshammer, 43, said of the mobile home. "But the last two years have been interesting. It's hard to keep track of what's going on and who's in charge." ...
