A Door County Board committee spent more than three hours Tuesday poring over the 44-page county administrative manual that spells out the county's employment practices effective Jan. 1, 2014.

The manual is the second of three parts of a major overhaul of the employer-employee relationship resulting from the adoption by the Wisconsin legislature of laws sharply limiting public employee collective bargaining procedures for all but police and emergency medical workers.
