Russ Styczynski probably sounds like many Wisconsin business owners when he says about health insurance, "I hate it."

With its myriad new rules, formulas and taxes, the Affordable Care Act, also known as Obamacare, isn't making Styczynski, owner of two businesses in Howard, any happier.

The Obama administration delayed until 2015 the so-called "pay or play" provisions of the law, which requires employers with 50 or more workers to provide health insurance or pay a penalty. ...
