Winnebago County Executive Mark Harris plans to use a $4.3 million decrease in debt service costs to lower overall spending in his proposed 2014 budget.

As proposed, Harris' $146 million budget would decrease overall spending by $3.1 million, or 2.1 percent, and reduce the county's tax levy 3.3 percent from $67.2 million in 2013 to $65 million in 2014.

Harris said the county did not borrow any money for capital projects in 2013 and will see debt service costs fall from $11 million to $8 million next year. The county would use another $1.5 million from its debt service fund to further reduce ...
