Many of the Green Bay area's larger communities plan to increase spending in 2014, but are proposing little or no increase in local property tax bills.

New construction has grown the tax base in the city of Green Bay, the village of Howard and some other municipalities, officials said. That enables an increase in total tax collections without a corresponding increase in individual tax bills.

Budget proposals in Howard and Green Bay include more money for policing. Brown County proposes a pay increase for workers, and additional investment in capital projects. ...
