Fox Cities sex offenders under scrutiny on Halloween

When trick-or-treating rolls around every Halloween, and youngsters flood the sidewalks, convicted sex offenders go on virtual lockdown.

Those who are on probation or parole for sex crimes are forbidden from giving out candy to children. They can't dress up in costumes or display Halloween decorations. They can't turn on their porch light or answer the door. Essentially, they are confined to their homes.

If they trip up and violate any of the restrictions, the consequences are harsh - including possible probation or parole revocation, and time behind bars. ...
