Despite objections from neighborhood residents, the City Council on Tuesday approved a developer's plan to build an apartment complex near Walmart.

Construction of the $3 million complex will begin in 2014. Tim Halbrook of Tim Halbrook Builders Inc. in De Pere plans to build five, eight-unit, two-bedroom buildings on six acres north of McMillan Street.

Because a majority of the immediate neighbors had signed a petition opposing the development, the necessary rezoning for the project required approval from eight of the 10 council members, according to city code. A Nov. 12 vote on the ...
