When the Sheboygan County Food Bank launched this year's Stock the Shelves fund drive, the fundraiser started off slow but picked up speed and eventually topped its goal.

In contrast, the Sheboygan Salvation Army's traditional and well-known Christmas Campaign has failed to gather the momentum it usually has by this time of year, and looks like it might not get anywhere near its $561,000 goal.

The two campaigns were mere weeks apart, in the same city and county, each of which ranks among the top 15 percent of the nation's of most-charitable communities. Why the difference? ...
