When county residents learned that ducks were starving because they couldn't get food from frozen Manitowoc-area waterways, they decided to do something about it.

"My wife and I, over a cup of coffee, were saying ... too bad we don't have someone to break up the ice," said avid conservationist Tom Kocourek of rural Two Rivers.

He decided to called Erich Pitz, president of McMullen & Pitz Construction Co., a marine contracting and engineering firm. His equipment wasn't available, so he called Mike LeClair, president of Susie-Q Fish Co., in Two Rivers, Pitz said. ...
