Words from the mayor: City's bond rating shows improvement

A few years ago the city of Manitowoc's bond rating on our general obligation debt was downgraded and marked with a negative outlook. This was due to high debt, utilizing money from various funds and a sharp divide between revenues and expenditures.

In 2011, we were faced with an initial $4 million, so we implemented $1.6 million of revenue enhancements and $2.5 million of expenditure reductions. Overall, the city reduced its workforce by 75 employees, of which 40 were layoffs and 35 were reductions through attrition. As a result of these measures, the General Fund realized a $381,000 ...
