The City of Manitowoc is in a very fortunate and somewhat unique position by owning its own utility for power, water and steam. In fact, Manitowoc Public Utilities is one of the oldest publicly owned utilities in Wisconsin. This past week I was in Washington, D.C., for the annual APPA Legislative Rally. APPA stands for American Public Power Association, which is based in Washington, D.C., and is the service organization for the nation's more than 2,000 community-owned electric utilities.
