The city of Merrill could give $30,000 to help a restaurant owner buy and open a new location on land owned by a City Council member.

Ryan Schwartzman, who owns the land that was the former home of Champ's Restaurant under a limited liability company at 1302 N. Center Ave., sits on the Merrill City Council and the city's Redevelopment Authority.

At a meeting last week, the Redevelopment Authority discussed the developer's agreement in closed session, then voted in open session to recommend approval. Schwartzman abstained from the vote but was present in the closed-session discussion, ...
