STEVENS POINT - Roxanne Devine came to the realization over the previous year that the key to growing her business, Sweet Temptations Cupcakerie, was more foot traffic.

But her shop, opened in 2010 at 2519 Post Road in Plover, didn't have many passersby. She also learned a $36 million project by the state Department of Transportation to widen Post Road, scheduled to begin in 2016, would consume all of the parking in front of her store.

So Devine merged Sweet Temptations Cupcakerie with an existing downtown business, Square Scoops, which is owned by Troy Hojnacki. The new business, Square ...
