A controversial plan to build a large apartment complex on the city's southeast side is moving forward but at about half the size that originally was proposed.

Wausau City Council members approved this week the annexation of a parcel of land at 2221 Northwestern Ave. from the town of Weston that will be used for the development - a decision that the town of Weston is not required to approve, said town of Weston Chairman Milton Olson.

Dan Higginbotham, whose company NWA Holdings owns the land, originally proposed building a 255-unit apartment complex on the land when he met with the city's Plan ...
