Polian rates Jennings below first-tier free agent

Bill Polian ranks Packers receiver Greg Jennings in the second of his three-tier system for rating free agents.

Polian, the former GM of the Buffalo Bills, Carolina Panthers and Indianapolis Colts, is an analyst for ESPN. He wrote that when he prepared for free agency as a GM, he ranked players in one of three categories:

A Players: Worth paying big, starter-caliber money.
B Players: Guys I would sign but only if the value made sense.
C Players: Guys I'd sign for low-salary, short-term (one or two years) value, with low bonuses.

Polian rated Jennings in the second tier because of age and injury history.

"Jennings will be a big name," Polian wrote for ESPN.com this week, "but this is the classic question mark: How much do you pay a guy who will turn 30 at the start of the 2013 season and is coming off of two injury-plagued seasons?"

Among receivers, Polian rated in the "A" category New England's Wes Welker, who is 32, and Pittsburgh's Mike Wallace. Along with Jennings, the "significant B" category consisted of Kansas City's Dwayne Bowe, St. Louis' Danny Amendola, Indianapolis' Austin Collie and Cleveland's Josh Cribbs.
