    After spending the last 19 years observing this city from the unique vista of the third floor of 224 State St., one feels secure saying that no one ever accused Oshkosh of being uppity — at least in the last century or so. In fact, it is perhaps the most livable, affordable, safe, caring, industrious and world-class dumps on the frozen edge of the rust belt.
