The most important thing about Monday's second inauguration of President Obama is not what happened. It's when it happened.

In the olden days, a president-elect had to wait from November to March before being sworn in. The 20th Amendment to the Constitution, passed by Congress in 1932, made this change in the presidential inauguration date:
