NASHVILLE — For the first time in a month, running back James Starks will be active when the Green Bay Packers play at the Tennessee Titans.

Packers running back James Starks stiff arms New York Giants outside linebacker J.T. Thomas in Green Bay's 23-16 win Oct. 9 at Lambeau Field.

Starks hasn't been active since Oct. 9 against the New York Giants, when he injured his knee. Starks has spent the past few weeks recovering from knee surgery.

Expect receiver Ty Montgomery to still fill a role in the Packers backfield. Running back Don Jackson is inactive, apparently a coach's decision. Jackson was not listed on the injury report this week.

So for the second straight week, the Packers will have one tailback on the 46-man game-day roster.

The Packers will also be without outside linebacker Clay Matthews for the fourth time this season, including the third straight game. The Packers are averaging 30.3 points allowed in the three games Matthews has missed. In the five games Matthews has played, they're allowing an average of 19.2 points.

Here is the full list of Packers inactives.
