GREEN BAY - Green Bay Packers cornerback Herb Waters was waived/injured Thursday because of a shoulder problem, according to the NFL transaction wire.

Waters, 24, injured his shoulder during minicamp in June and reaggravated the problem in the first practice of training camp. He hadn't returned to the field since then.

The move means Waters will have to clear waivers, after which the Packers either can put him on season-ending injured reserve or reach an injury settlement.

The Packers filled the roster spot by signing Aiulua Fanene, a defensive tackle from Arizona who tried out for the team during rookie camp.

A converted wide receiver, Waters had caught the attention of the coaching staff with a strong performance in organized team activities. A terrific offseason landed him among the top four or five returning corners from the 2016 season, and he could have made a push for the 53-man roster with good showings in the exhibition games.

"You know, I’ve been pleased with where Herb is," cornerbacks coach Joe Whitt Jr. said in early June. "I know you’ve only been out there for two practices, but he’s really from when we got him, when I got him last year to where he is right now, he’s come a long way. He’s really understanding how to use his hands, how to be aggressive in coverage, his checks, his zone play.

"Usually when you get those guys you can get them to play man because of their athletic ability. But his zone play has been really, really good, understanding how to pass routes, how to communicate with his teammates, where his help is, how to play to his help. He’s done an outstanding job of that, and I’m just pleased with where he is because he has (Sam Shields)-type ability in his body. I don’t know if he will tap it or not because I haven’t seen it yet, but cover-wise I think he does have that type of ability."
